The incident took place in Suffolk, Southampton, on Sunday 24 April.
Darwin Lopez Funes, 25, from Flanders, has been charged with threats and endangering the welfare of children after threatening another person and a child with a paper knife in the area, according to Southampton Police Sergeant Jason Davin.
Lopez Funes was arrested and taken to Southampton Police Headquarters for processing and to be arraigned in the morning.
